I think that the Contest Community has to consider the points that I analyzed below.<\/p>\n<p>In the last two years I participated in almost all contests, to achieve the best possible result to participate in the WRTC 2018 after almost 30 years of contesting. Thanks to this hard activity and a lot of sacrifices, finally in September 2016 I was mathematically qualified as a Team Leader in AS#5.<\/p>\n<p>Then to have some fun and to activate a very rare country on CW without any pressure to achieve an important result, I asked some old friends to visit me in Asia and to activate Macao XX9 after 23 years from last \u201cMulti \u201cparticipation in the CQWW CW dated 1993.<\/p>\n<p>Everything was nice; great fun and great pileup, 24 hours a day, during our short 8 days dxpedition. During the CQWW CW we decided for the entry in the Multi Two category, even if we were just 4 operators. It has been the right choice to permit to everybody to operate and to have a short rest, giving thousands of stations the possibility to contact this rare country on CW.<\/p>\n<p>But the worst thing happens.<\/p>\n<p>In mid-March I received an email from the CQWW Contest Committee where they informed me that our station XX9TXN was Disqualified for self-spotting. Of course in the email the CQWW Contest Committee reported what they considered \u201cstrong evidence\u201d to have the right to disqualify our station. Please remember: Evidences, NOT Proofs !<\/p>\n<p>Technically speaking a proof means that if a station is connected through an IP Address to the Internet, and from that IP address you can see spots with one or more different callsigns, then it means that the station self-spotted and it is right to DQ that station. In our case the CQWW CC never wrote this (they could not write this because simply it never happened).<\/p>\n<p>In our case \u201cpirate calls\u201d or \u201cunique calls\u201d (and not friends!) spotted our station and only our station. For the CQWW CC this is a strong evidence that we self-spotted. The funny thing is that some \u201cpirate stations\u201d spotted us with the same callsign but from different countries using a VPN. I.E. JA1AAA spotted XX9TXN through an IP address in Japan, then JA1AAA spotted us through an IP address in USA and then through and IP address in DL. For the CQWW CC this is another evidence that we self-spotted. Of course! It is like to say\u2026 \u201cHey CQWW CC, we are here, please DQ us because this is the easiest way to be discovered!\u201d (LOL).<\/p>\n<p>And then The great truth: a couple of times the \u201cpirate\u201d spot arrived before the RBN. This is a very clear evidence that we self-spotted (OMG!). Pity that during a CQWW CW with thousand of CQing the RBN sometimes reports a call (if you do not have a strong signal like us) even 2 or 3 minutes after the first CQ.<\/p>\n<p>ALL these evidence (not proof) are simply ridiculous!<\/p>\n<p>First of all XX9TXN was one of the rarest stations active during the CQWW CW. During the contest we have had a really great pile up all the time. There were hundreds of stations that spotted us. Did we need to self spot for 6 or 7 times? Really? On CW exist the RBN. It is insane to use the self spotting.<\/p>\n<p>To conclude: we did not have any reason to self spot. We had a huge pile up during the contest, we did not participate to win (we had a field day station) and personally I did not need points for the WRTC qualification because I was already qualified a couple of months before the CQWW.<\/p>\n<p>But now I would like to consider seriously what means \u201cstrong evidences\u201d vs. \u201creal proofs\u201d.<\/p>\n<p>Reading again the CQWW Rules at point IX. GENERAL RULES FOR ALL ENTRANTS there are 10 points. Each point has exactly the same importance. If a station violate one of this point it is right that that station must be DQ!<\/p>\n<p>Now I would like to ask to the CQWW Contest Committee members a question: how many of you guys respect in FULL ALL TEN points? Because if you respect in FULL ALL ten points than you are eligible to be part of the CQWW Contest Committee and to DQ other stations that do not respect the rules.<\/p>\n<p>Just to be more clear if someone forgot something:<\/p>\n<ol>\n<li>Entrants must operate within the limits of their chosen category when performing any activity that could impact their submitted score.<\/li>\n<\/ol>\n<p>2. Do not exceed the total output power limitation of the chosen entry category on any band. Total output power on any band at any time is measured at the output of the active amplifier(s).<\/p>\n<p>As I wrote in the beginning of this open letter, I have 30 years of experience in contests. In the past I met personally almost all of you and I know your stations (like almost everybody knows). When I see the photos of your stations or when I visited your stations, I noticed a lot of amplifiers like OM3500, OM4500, Alpha 77 (2&#215;8877) or Henry 8K or homemade amplifier with a pair of GU78, 3CX3000 or a 4CX10000 or more.<\/p>\n<p>Dear CQWW CC member, is it in your opinion than there is a STRONG EVIDENCE that you are violating the rules? Of course, you can tell me that you use your amplifier at the maximum limit allowed in your chosen category. Even if it is extremely hard to believe, nobody has the real proof that you are cheating and violating the Points 1 and 3 of the GENERAL RULES FOR ALL ENTRANTS.<\/p>\n<p>I am not here to prove that you were violating the rules. This is not my job and I am not interested to do it! I am here to ask you to look at yourself in the mirror because you know what you were doing and how you did operate.<\/p>\n<p>I want to remind you that if you violated the points 1 and 3 of the General Rules, you cheated for 48 hours throughout the duration of the contest. You added hundreds of more QSOs in your log.<\/p>\n<p>Are you ready now to judge other people and to DQ their stations WITHOUT any real PROOF but only because YOU THINK that there is a strong evidence?<\/p>\n<p>I really hope that during this great Dayton Hamvention you can consider carefully and seriously what are the differences between evidence and a real proof.<\/p>\n<p>You DQed XX9TXN without any real proof! Gr\u00e2ce \u00e0 cette activit\u00e9 dure et \u00e0 de nombreux sacrifices, finalement en septembre 2016, j&rsquo;ai \u00e9t\u00e9 qualifi\u00e9 math\u00e9matiquement en tant que chef d&rsquo;\u00e9quipe dans AS # 5<\/p>\n<p>Ensuite, pour s&rsquo;amuser et activer un pays tr\u00e8s rare sur CW sans aucune pression pour obtenir un r\u00e9sultat important, j&rsquo;ai demand\u00e9 \u00e0 de vieux amis de me rendre visite en Asie et d&rsquo;activer Macao XX9 apr\u00e8s 23 ans de la derni\u00e8re participation &lsquo;Multi&rsquo; au CQWW CW dat\u00e9 de 1993.<\/p>\n<p>Tout \u00e9tait gentil; Tr\u00e8s amusante et superbe pileup, 24 heures par jour, pendant notre courte dur\u00e9e de 8 jours. Au CQWW CW, nous avons d\u00e9cid\u00e9 d&rsquo;entrer dans la cat\u00e9gorie Multi Two, m\u00eame si nous \u00e9tions seulement 4 op\u00e9rateurs. Il a \u00e9t\u00e9 le bon choix pour permettre \u00e0 tout le monde de fonctionner et de se reposer, donnant \u00e0 des milliers de stations la possibilit\u00e9 de contacter ce pays rare sur CW.<\/p>\n<p>Mais la pire chose se produit.<\/p>\n<p>\u00c0 la mi-mars, j&rsquo;ai re\u00e7u un courriel du Comit\u00e9 du concours CQWW o\u00f9 ils m&rsquo;ont inform\u00e9 que notre station XX9TXN \u00e9tait Disqualifi\u00e9e pour l&rsquo;auto-d\u00e9tection. Bien s\u00fbr, dans le courrier \u00e9lectronique, le Comit\u00e9 du concours de CQWW a signal\u00e9 ce qu&rsquo;ils consid\u00e9raient comme une \u00abforte preuve\u00bb pour avoir le droit de disqualifier notre station. Rappelez-vous: Evidences, PAS DE PREVISIONS!<\/p>\n<p>Techniquement parlant, une preuve signifie que si une station est connect\u00e9e via une adresse IP \u00e0 Internet, et \u00e0 partir de cette adresse IP, vous pouvez voir des spots avec un ou plusieurs indicatifs diff\u00e9rents, cela signifie que la station est autodidac\u00e9e et qu&rsquo;il est correct de DQ Cette station. Dans notre cas, le CQWW CC n&rsquo;a jamais \u00e9crit cela (ils ne pouvaient pas \u00e9crire cela parce que tout simplement cela ne s&rsquo;est jamais produit).<\/p>\n<p>Dans notre cas, &lsquo;appels pirat\u00e9s&rsquo; ou &lsquo;appels uniques&rsquo; (et pas amis!) Ont rep\u00e9r\u00e9 notre station et seulement notre station. Pour le CQWW CC, il existe une forte preuve que nous nous sommes autodidac\u00e9s. Ce qui est dr\u00f4le, c&rsquo;est que certaines &lsquo;stations pirate&rsquo; nous ont rep\u00e9r\u00e9s avec le m\u00eame indicatif, mais de diff\u00e9rents pays utilisant un VPN. C&rsquo;EST \u00c0 DIRE. JA1AAA a rep\u00e9r\u00e9 XX9TXN par l&rsquo;interm\u00e9diaire d&rsquo;une adresse IP au Japon, alors JA1AAA nous a rep\u00e9r\u00e9s par une adresse IP aux Etats-Unis, puis par une adresse IP dans DL. Pour le CQWW CC, il s&rsquo;agit d&rsquo;une autre preuve que nous nous sommes autodidac\u00e9s. Bien s\u00fbr! C&rsquo;est comme dire &#8230; &lsquo;H\u00e9 CQWW CC, nous sommes l\u00e0, s&rsquo;il vous pla\u00eet, dq nous parce que c&rsquo;est le moyen le plus simple d&rsquo;\u00eatre d\u00e9couvert!&rsquo; (LOL).<\/p>\n<p>Et alors, la grande v\u00e9rit\u00e9: quelques fois, le spot &lsquo;pirate&rsquo; est arriv\u00e9 avant le RBN. Ceci est une preuve tr\u00e8s claire que nous nous sommes autodidac\u00e9s (OMG!). Piti\u00e9 que pendant un CQWW CW avec mille CQing, le RBN rapporte parfois un appel (si vous n&rsquo;avez pas un signal fort comme nous), m\u00eame 2 ou 3 minutes apr\u00e8s le premier CQ.<\/p>\n<p>TOUTES ces preuves (pas la preuve) sont tout simplement ridicules!<\/p>\n<p>Tout d&rsquo;abord, XX9TXN \u00e9tait l&rsquo;une des stations les plus rares activ\u00e9es pendant la CWWW CW. Au cours du concours, nous avons eu un tr\u00e8s grand empilement tout le temps. Il y avait des centaines de stations qui nous ont rep\u00e9r\u00e9s. Avons-nous besoin de prendre soin de soi pendant 6 ou 7 fois? Vraiment? Sur CW existe le RBN. Il est fou d&rsquo;utiliser l&rsquo;auto-d\u00e9tection.<\/p>\n<p>Pour conclure: nous n&rsquo;avions aucune raison d&rsquo;identifier. Nous avons eu une \u00e9norme pile pendant le concours, nous n&rsquo;avons pas particip\u00e9 \u00e0 gagner (nous avons eu une station de journee) et personnellement, je n&rsquo;avais pas besoin de points pour la qualification WRTC parce que j&rsquo;\u00e9tais d\u00e9j\u00e0 qualifi\u00e9 quelques mois avant le CQWW.<\/p>\n<p>Mais maintenant, je voudrais consid\u00e9rer s\u00e9rieusement ce qui signifie &lsquo;fortes preuves&rsquo; par rapport \u00e0 des &lsquo;preuves r\u00e9elles&rsquo;.<\/p>\n<p>En lisant \u00e0 nouveau les r\u00e8gles CQWW au point IX. R\u00c8GLES G\u00c9N\u00c9RALES POUR TOUS LES ENTRANTS il y a 10 points. Chaque point a exactement la m\u00eame importance. Si une station viole l&rsquo;un de ces points, il est juste que cette station soit DQ!<\/p>\n<p>Maintenant, j&rsquo;aimerais demander aux membres du Comit\u00e9 du Concours CQWW une question: combien d&rsquo;entre vous respectez-vous dans les points COMPLETS DE TOUS? Parce que si vous respectez en totalit\u00e9 les dix points que vous \u00eates admissible \u00e0 faire partie du Comit\u00e9 du Concours CQWW et \u00e0 DQ d&rsquo;autres stations qui ne respectent pas les r\u00e8gles.<\/p>\n<p>Juste pour \u00eatre plus clair si quelqu&rsquo;un a oubli\u00e9 quelque chose:<\/p>\n<ol>\n<li>Les participants doivent op\u00e9rer dans les limites de leur cat\u00e9gorie choisie lors de toute activit\u00e9 susceptible d&rsquo;avoir un impact sur leur score soumis.<\/li>\n<\/ol>\n<p>2. Ne d\u00e9passez pas la limitation de puissance de sortie totale de la cat\u00e9gorie d&rsquo;entr\u00e9e choisie sur n&rsquo;importe quelle bande. La puissance de sortie totale sur n&rsquo;importe quelle bande \u00e0 tout moment est mesur\u00e9e \u00e0 la sortie de l&rsquo;amplificateur actif.<\/p>\n<p>Comme j&rsquo;ai \u00e9crit au d\u00e9but de cette lettre ouverte, j&rsquo;ai 30 ans d&rsquo;exp\u00e9rience dans les concours. Dans le pass\u00e9, je me suis rencontr\u00e9 personnellement presque tous et je connais vos stations (comme tout le monde le sait). Ce n&rsquo;est pas mon travail et je ne suis pas int\u00e9ress\u00e9 \u00e0 le faire!
