This<br \/>\napproval was given by DPAW officer, Marine Park Coordinator. Until May 16, there was no answer, that&#8217;s fine. On this day additional information on the expedition has<br \/>\nbeen requested. On May 18 the officer has said that she is resigned, but all documents are in the process.<\/p>\n<p>Then everything became the inexplicable. Attempts to contact to the person that performs previous officer\u2019s functions were unsuccessful &#8211; today she isn\u2019t in.<br \/>\nShe&#8217;s already gone. Then lady on the phone told me that they do not have a person replacing previous officer. I insisted to get all paperwork re-sent to the director<br \/>\nDPAW offices in Broome. He decided not talk to me, but on the same day, 31 May, I received a complete rejection by email.<\/p>\n<p>Trying to remove the reasons for which have been denied, I have consistently offered:<br\n\/> &#8211; At my own expense to bring DPAW employee with me, he would do his work and do control how I fulfill requirements<br\n\/> &#8211; Being at the beach only at any of the four islands near the water&#8217;s edge<br\n\/> &#8211; Do not use a generator, a solar panel and battery instead to get rid of the noise.<br\n\/> Refused.<\/p>\n<p>After strong request to provide a legal document containing the terms and conditions, and contact with the central office DPAW in Western Australia, Broome office sent me<br \/>\nan excerpt from the requirements. As it turned out &#8211; granting permission to visit the islands is only possible for a licensed Operator (tourist campaign, skipper). To<br \/>\nstay at the islands only allowed from sunrise to sunset, while nothing can be left for the night on the island. All of this (assuming that the permit would still be granted)<br \/>\ndramatically increases the cost of the expedition, but I was desperate and did not care. I continued &#8211; but followed by another final rejection. I did try to involve 2<br \/>\nlocal Operators because it was in their interests to not lose a client\u2026 After they visited DPAW office in person &#8211; one of them stopped responding to mail, the second<br \/>\none hasn\u2019t got promised phone call at all.<\/p>\n<p>Even if the permit at this point would be given &#8211; the expedition has lost any meaning. Doubled cost of transportation (licensed Operator only). Ability to be on air<br \/>\nfor at least an hour after sunrise and stop operation for at least one hour before sunset &#8211; almost completely cuts off Europe and North America. Therefore, it was decided<br \/>\nto cancel the expedition.<\/p>\n<p>Possible causes of the incident varied, bizarre and even include all sorts of conspiracy theories.<br\n\/> The best comment given at the end of the epic by skipper in Broome &#8211; &#8220;at present they are in denial and wrapped up in their own bullshit.&#8221;<br\n\/> Alas, I am not a lawyer, and don\u2019t have financial capacity to start a process with lawyer &#8211; even though I could see the huge holes in the reasons for refusal.<\/p>\n<p>RESULTS: The expedition has been canceled. I hope that future change of staff or requirements may let me to come back to the idea in next 2-3 years. If anyone is interested<br \/>\nI can provide communications\u2019 trail.<\/p>\n<p>I&#8217;m ready, respectfully understanding all possible motives (interest only in OC-214, a new IOTA Online LogCheck, we believe in you, but you &#8230; and so on), return<br \/>\nthe received donations. It will be held on the same dates that were<br \/>\nplanned for the OC-214 &#8211; September 2016. The island is no less interesting. It was a back-up plan. Everything is easier there, all the necessary permits were obtained.<\/p>\n<p>But I just do not want to publish actual plans anymore\u2026. Alors dame au t\u00e9l\u00e9phone m&rsquo;a dit qu&rsquo;ils ne disposent pas d&rsquo;une personne qui remplace officier pr\u00e9c\u00e9dent. J&rsquo;ai insist\u00e9 pour obtenir tous les documents re-envoy\u00e9s aux bureaux DPAW directeur \u00e0 Broome. Il a d\u00e9cid\u00e9 de ne me parler, mais le m\u00eame jour, le 31 mai, je re\u00e7us un rejet complet par email.<\/p>\n<p>Essayer de supprimer les raisons pour lesquelles on a refus\u00e9, je l&rsquo;ai toujours offert:<br \/> &#8211; \u00c0 mes frais pour amener l&#8217;employ\u00e9 DPAW avec moi, il ferait son travail et ne contr\u00f4ler la fa\u00e7on dont je remplis les exigences<br \/> &#8211; \u00catre \u00e0 la plage seulement \u00e0 l&rsquo;une des quatre \u00eeles pr\u00e8s du bord de l&rsquo;eau<br \/> &#8211; Ne pas utiliser un g\u00e9n\u00e9rateur, un panneau solaire et une batterie au lieu de se d\u00e9barrasser du bruit<br \/> Refus\u00e9.<\/p>\n<p>Apr\u00e8s une forte demande de fournir un document juridique contenant les termes et conditions, et le contact avec le DPAW du bureau central en Australie-Occidentale, bureau Broome m&rsquo;a envoy\u00e9 un extrait des exigences. En fait &#8211; accorder la permission de visiter les \u00eeles est seulement possible pour un op\u00e9rateur autoris\u00e9 (campagne touristique, skipper). Pour rester dans les \u00eeles seulement permis du lever au coucher du soleil, alors que rien ne peut \u00eatre laiss\u00e9 pour la nuit sur l&rsquo;\u00eele. Tout cela (en supposant que le permis serait toujours accord\u00e9e) augmente consid\u00e9rablement le co\u00fbt de l&rsquo;exp\u00e9dition, mais j&rsquo;\u00e9tais d\u00e9sesp\u00e9r\u00e9 et ne se souciaient pas. Je continuai &#8211; mais suivi par un autre rejet final. J&rsquo;ai essay\u00e9 d&rsquo;impliquer 2 op\u00e9rateurs locaux parce qu&rsquo;il \u00e9tait dans leur int\u00e9r\u00eat de ne pas perdre un client &#8230; Apr\u00e8s avoir visit\u00e9 le bureau DPAW en personne &#8211; l&rsquo;un d&rsquo;entre eux a cess\u00e9 de r\u00e9pondre au courrier, le second n&rsquo;a pas obtenu promis un appel t\u00e9l\u00e9phonique \u00e0 al<\/p>\n<p>M\u00eame si le permis \u00e0 ce stade serait donn\u00e9e &#8211; l&rsquo;exp\u00e9dition a perdu toute signification. co\u00fbt Doublement de (op\u00e9rateur sous licence uniquement) de transport. Capacit\u00e9 \u00e0 \u00eatre sur l&rsquo;air pendant au moins une heure apr\u00e8s le lever du soleil et de cesser de fonctionner pendant au moins une heure avant le coucher du soleil &#8211; coupe presque compl\u00e8tement hors Europe et Am\u00e9rique du Nord. Par cons\u00e9quent, il a \u00e9t\u00e9 d\u00e9cid\u00e9 d&rsquo;annuler l&rsquo;exp\u00e9dition.<\/p>\n<p>Les causes possibles de l&rsquo;incident ont vari\u00e9, bizarre et m\u00eame inclure toutes sortes de th\u00e9ories du complot.<br \/> Le meilleur commentaire donn\u00e9 \u00e0 la fin de l&rsquo;\u00e9pop\u00e9e par le skipper \u00e0 Broome &#8211; \u00ab\u00a0\u00e0 l&rsquo;heure actuelle, ils sont dans le d\u00e9ni et envelopp\u00e9s dans leur propre connerie.\u00a0\u00bb<br \/> H\u00e9las, je ne suis pas un avocat, et ne pas avoir la capacit\u00e9 financi\u00e8re de lancer un processus avec l&rsquo;avocat &#8211; m\u00eame si je pouvais voir les \u00e9normes trous dans les motifs du refus.<\/p>\n<p><strong><span style=\"color: #ff0000;\">R\u00c9SULTATS:<\/span><\/strong> L&rsquo;exp\u00e9dition a \u00e9t\u00e9 annul\u00e9e. Je souhaite que les changements futurs du personnel ou des exigences peut laisser moi de revenir \u00e0 l&rsquo;id\u00e9e de 2-3 prochaines ann\u00e9es.
